How To Install Intel Extreme Tuning Utility

E'er since I upgraded to windows 10 my Intel Extreme Tuning Utility won't open. It displays a message proverb that some other performance tuning plan is running and I need to shut information technology down. I accept non installed annihilation new and cannot detect whatever solutions online. Ive tried reinstalling, getting the most updated version and even downloading an older version. I recently used the OC genie push on my motherboard to OC my computer and want to run a stress and memory test.
